Police say five South Asian men were thrown from the boat into the water. Two of the men were wearing lifejackets.
All five were eventually rescued.
Police believe some people who were in the area may have valuable information about what led to the accident.
Anyone with information about this boat is asked to call the VPD marine Unit.
