The family of a murdered Victoria teenager is appalled that one of her killers is already being moved to a less secure prison.
Cameron Moffat is being moved from a maximum to a medium security facility, in order to access rehab programs.
He was one of two people convicted three years ago of murdering Kimberly Proctor. She was sexually assaulted and tortured before her death in March 2010. Proctor’s family members are asking why Moffat is getting more focus than the victim. They have been working on Kimberly’s Law, which is a way of identifying and treating potentially violent young people, before they hurt others.

Moffatt was 17 at the time of the killing, and along with Kruse Wellwood, who was 16, they both pleaded guilty to charges of first-degree murder and committing indignity to human remains.
The teenagers were sentenced as adults and while they received life sentences, as they were both youth at the time, they are eligible for parole after 10 years.
