The Supreme Court has heard a second day of testimony into Quebec’s use of the notwithstanding clause. It has invoked it to shield its controversial secularism law from being challenged in court. Bill 21 prohibits provincial public sector employees from wearing religious symbols and clothing on the job. As David Akin reports, the Government of Quebec and other groups supporting Bill 21 made their case Tuesday.
