The bid envisions about $10 billion in public and private investment to host the games. It will build upon infrastructure developed for last year’s European football championship, including the stadium that hosted three matches.

Snow sports would take place in the Carpathian Mountains near the Romanian border, 180 kilometres (110 miles) to the south.

The proposed price tag is nearly twice that of Oslo’s bid, at $5.3 billion the lowest contender.

Also in the race are Stockholm; Almaty, Kazakhstan; Beijing and Zhangjiakou; and a joint bid by Krakow, Poland, and Jasna, Slovakia.
