Victoria Police Union says it has no confidence in police chief

The Victoria City Police Union has issued a statement saying it has no confidence in police chief Frank Elsner.

This is following an investigation into Elsner’s conduct after he admitted to sending inappropriate Twitter messages to the wife of a subordinate officer.

The board says it has no confidence in Elsner’s ability to do his job.

Kash Heed, a former B.C. solicitor general, says the board should shoulder some of the blame and is concerned that Victoria and Esquimalt Police Board Co-Chair Barbara Desjardins initially denied there was any investigation happening into Elsner’s conduct.

Desjardins backtracked on that statement a few days later.

Heed says the board’s handling of the incident was confusing and misleading.

The Office of the Police Complaint Commissioner has confirmed it will review the board’s internal investigation into Elsner’s actions.

Heed says such a review is necessary.

Elsner said in a statement on Wednesday:

I am aware of the media release issued today by the Victoria City Police Union.

My priority as Chief Constable is to continue serving the citizens of Victoria and Esquimalt with the first-rate policing service that they expect and deserve.

This is a challenging time for our sworn membership, our professional support staff, and the department as a whole but I have confidence that we will continue serving the public with the professionalism for which VicPD is known.

I continue to have the full confidence and support of the Victoria and Esquimalt Police Board.
