WINNIPEG — Manitoba Opposition Leader Brian Pallister says he would not cut year-to-year government spending if he wins next April’s provincial election.
Pallister told the Winnipeg Chamber of Commerce he would limit annual spending growth to a maximum of four per cent.
He says that is one percentage point lower than what the NDP government has allowed in recent years.

The NDP has portrayed Pallister as a fiscal hawk intent on deep spending cuts, and Pallister has tried to counter that argument in advance of the election campaign.
Pallister has also recently said he cannot predict when he might balance the budget if elected.
The government has been running deficits since 2010, and Pallister says the province’s finances are so bad, he cannot commit to ending the red ink at any point in a first mandate.
