Elementary teachers’ union announces phase 2 of work-to-rule campaign

TORONTO – The union representing Ontario’s 76,000 public elementary school teachers announced Thursday the details of the next phase of its work-to-rule campaign commencing at the start of the school year.

The new measures include not participating in any field trips, fundraising activities, board professional development, or responding to electronic communication from school management outside of the instructional day, except where student safety is involved.

Further work-to-rule action includes not engaging in collecting or distributing to students any paperwork required by the school or school board and not attending open houses or ‘Meet the Teacher’ nights outside of the instructional day.

The announcement was made by Elementary Teachers’ Federation of Ontario (ETFO) President Sam Hammond during its annual meeting in Toronto on Thursday.

“This is phase two. If we cannot get a deal at that table and get it sooner rather than later, … you are in the fight of your lives,” Hammond said.

The teachers, who have been without a contract since the beginning of the last school year, began phase one of their work-to-rule campaign on May 11.

Union members have already stopped administering standardized tests, adding comments to report cards, and withdrew from Ministry meetings and workshops and mandated meetings with principals.

The ETFO’s new work-to-rule campaign comes hours after the union representing Ontario public high school teachers announced it had reached a tentative contract agreement with the province following a lengthy labour dispute.
