The Supreme Court of Canada has begun hearings into Quebec's controversial law: Bill 21. The law bans teachers, police officers and others who work for the provincial government from wearing religious symbols on the job. The Quebec government has twice invoked the notwithstanding clause to shield itself from those who argue the law violates constitutionally protected rights. David Akin reports.
