Last year, Hockey Canada signed on with the office of the sport integrity commissioner as part of their conditions to regain their federal funding. That office is responsible for handling complaints made at the national level. For all other complaints to provincial and club level leagues, Hockey Canada contracts an independent third party to investigate, but some are highly critical of this process. David Baxter reports.
