Ontario Finance Minister Peter Bethlenfalvy said Monday the government had made it “very clear” to developers that they would need to pay for the infrastructure to build on the lands in the Greenbelt the government has opened to development. He said the lands will be returned to the Greenbelt if shovels are not in the ground by 2025.
