Health Minister Jean-Yves Duclos spoke Tuesday after the Canadian government passed legislation banning cosmetic testing on animals in Canada, saying that the legislation would increase Canadians’ confidence in the use of cosmetics and “facilitate trade with countries with similar measures.”
