Public Safety Minister Marco Mendicino said Monday that it was both “shocking” and “incomprehensible” to learn of the move of convicted killer and serial rapist Paul Bernardo to a medium-security prison in Quebec. Mendicino said he addressed the issue with Correctional Service Canada Commissioner Anne Kelly who assured him that she would review the matter.
