Vancouver International Airport has released what it’s calling an “action plan” – hoping to avoid a repeat of last year’s nightmare before, during and after Christmas. As Grace Ke reports, YVR’s CEO acknowledges the delays were unacceptable but says they were the result of unprecedented problems.
