Prime Minister Justin Trudeau said Thursday that Canadian Navy ships were not being deployed to Haiti to “intercept migrants,” stressing that the Navy’s presence on the Haitian coast would solely be to help control gang activity. He said the presence of coast guard ships had “significantly dissuaded” Haitian gangs from using waterways in the past “as an extra sphere of influence.”
