Why is it so tough for the B.C. government to make a decision about the SPS?

Legislative bureau chief Keith Baldrey looks at why it is so difficult for the provincial government and Public Safety Minister Mike Farnworth to make a decision about transitioning to the Surrey Police Service or keeping the RCMP. This comes after Farnworth said Thursday that the government needs more time to make that decision.
