It’s been almost five months since Vancouver’s fire chief ordered a growing encampment on the Downtown Eastside be cleared out, citing a major safety hazard. While the number of tents on Hastings Street has been cut in half as people move indoors, the winter weather is also increasing the fire risk as those outside take desperate measures to keep warm.
