Snow summit proposed to address Metro Vancouver commute chaos

Tuesday's blast of winter weather created unprecedented chaos on the roads, stranding thousands of commuters in Metro Vancouver. But the storm itself was not a surprise. Two city councillors are hoping to get to the bottom of what went wrong in what they call a "snow summit." Julie Nolin explains.
