With overnight temperatures dipping to well below zero and snow in the forecast as early as this weekend, the need for an emergency shelter for those still sleeping outside has become critical. But this year, on top of finding a suitable site to house those experiencing homelessness during the bitter cold months, there is another major obstacle keeping people out in the cold.
