Ontario Education Minister Stephen Lecce said Monday that whatever contract is agreed on between the government and the Canadian Union of Public Employees (CUPE) would become the “floor of negotiations” for the next group it enters into collective bargaining with, including Ontario teachers. Lecce said that is why the government increased its offer to CUPE but couldn’t meet the union’s demands.
