From the ground it looks like a big and busy construction site, but up above you can truly see the size and scope of the $48-million flood mitigation project in Calgary’s northwest. It comes with some challenges for commuters, but as Lauren Pullen reports, it’s a tradeoff the city and residents are willing to take for flood protection.
