Montreal’s ombudsperson has released a report on Indigenous homeless people in the Milton-Parc neighbourhood. The investigation was sparked by residents’ complaints in the area. The report calls on the city and public health officials to do more but as Global’s Olivia O’Malley reports, Montreal’s mayor says it’s not entirely the city’s responsibility
