Canada’s United Nations representative, Bob Rae, condemned Russia on Monday for its implied threat to turn the Ukraine war into a nuclear conflict after Vladimir Putin put forces on nuclear-armed units on high alert Sunday. Rae appeared before the House of Commons foreign affairs committee on Monday for a special meeting on Russia’s “unprovoked” invasion of Ukraine, where he said Putin’s “deeply irrational” threat must not deter the West from its support for Ukraine.
