NATO Secretary General Jens Stoltenberg said Tuesday that NATO has evidence of new Russian troops moving into Donbass, though he clarified that Russia has had been in the region “covertly” since 2014 through backing of separatists. He also said that recognizing independence of regions in eastern Ukraine is a further “violation of Ukraine’s territorial integrity and sovereignty.”
