Chinatown graffiti vandals rarely caught or prosecuted

More than six months after the city started to clean up Vancouver’s Chinatown, the neighbourhood is still plagued by graffiti. A lack of surveillance cameras means those who repeatedly vandalize heritage buildings and storefronts are rarely charged or convicted.
