Toronto Police Chief James Ramer announced on Friday that Const. Jeffrey Northrup was killed after he and his partner responded to a priority call in the underground parking lot of City Hall near Queen and Bay Streets, just after midnight. Ramer said Northrup was struck by a vehicle during the incident and that they “believe this was an intentional and deliberate act.”
