Ontario's outgoing chief medical officer of health Dr. David Williams announced on Thursday that the province would move to its next step of the reopening plan, which will allow for people to get haircuts and other personal care services, gather outside with up to 25 people and up to five indoors and be able to attend outdoor events like festivals and concerts.
