When asked why lockdowns appear to be working in some regions in the grey zone while Toronto and Peel may not be, Ontario Premier Doug Ford said the restrictions work but that people were still gathering. Chief medical officer of health Dr. David WIlliams added those regions that went into lockdown did see case numbers lower and contained.
