Toronto has moved back into the provincial coronavirus response framework, but many businesses are still unable to reopen under the grey-lockdown restrictions. Miranda Anthistle spoke with small business owners on the border of Toronto and York Region about their frustrations at seeing businesses just across the street from them reopen.
