Questions are swirling after a routine effort to round up bighorn sheep in southern Utah led to a helicopter crew finding a 10 to 12-foot tall metal monolith in the middle of the Red Rocks. The crew from the state’s Department of Public Safety say they believe it was likely placed there by an artist, but said it is actually illegal to install structures without authorization.
