Critics call for judicial reform over Ontario case load pressure

As Ontario looks to manage judicial case load caused by COVID-19, some are suggesting first time impaired drivers be penalized without facing criminal charges. As Morganne Campbell reports, it’s already happening in western Canada where they’re reporting a significant decline in drinking and driving.
