President Donald Trump said Tuesday he has a “constitutional duty” to put forth a nominee to replace the late U.S. Supreme Court Justice Ruth Bader Ginsburg, telling reporters that nine justices are needed before the election because of challenges that might arise from what he said are “unsolicited ballots.”
