Coronavirus: Quebec’s top doctor says province has ‘probably’ entered second wave

Quebec’s public health director Dr. Horacio Arruda said Monday that he believes the province is now at the beginning of a second wave as it continues to deal with rising COVID-19 cases, but said health officials have “not lost control.” Quebec reported 586 new cases on Monday.
