Municipalities face struggles mandating face masks

Wearing face masks continues to be a popular way to help control the spread of the novel coronavirus, and more municipalities are making masks mandatory. But as Caryn Lieberman reports, not all places are enforcing the rule the same way, and not everyone wants to cover up either.
