British finance minister resigns, saying he cannot serve under PM Boris Johnson

British Chancellor of the Exchequer Philip Hammond resigned after Boris Johnson was elected as the new prime minister. Before Johnson was elected, Hammond promised he would rather leave than serve under Johnson.
