How the Nova Scotia cap and trade program works

Nova Scotians are unlikely have noticed a jump in gas prices on Monday, when the federal carbon tax came into effect. Unlike four other provinces, Nova Scotia introduced its own cap and trade program in January. Over the next four years, that plan is expected to create only small hikes in the cost of natural gas, heating oil, fuel and electricity. Elizabeth McSheffrey explains.
