First 24-hour winter shelter now operating in West Kelowna
With arrival of winter weather in the Okanagan, it can be a long, cold day for some of the homeless. But not in West Kelowna. As Kelly Hayes reports, response has been slow but is expected to pick up as the weather worsens.
