Government orders new Trans Mountain review to revive project

Ottawa is ordering the National Energy Board for a new environmental review in the hopes of making the Trans Mountain pipeline expansion a reality. But as Abigail Bimman reports, that only addresses part of the problem the Federal Court of Appeal had with the plan, and there’s still no timeline for construction.
