New cabinet ministers still don’t have mandate letters

Three weeks after Prime Minister Justin Trudeau tapped Bill Blair to tackle issues at the border and organized crime, the new cabinet minister still doesn’t have his marching orders. Blair’s mandate letter spelling out what the PM expects still isn’t ready. As Mike Le Couteur reports, it’s raising questions if Blair’s appointment was a change in policy or just political posturing.
