A former business lawyer from Quebec, Wagner was appointed to the supreme court in 2012 by Stephen Harper, and is being elevated to the top job by Justin Trudeau. He replaces Beverley McLaughlin and continues Canada’s tradition of alternating anglophone and francophone chief justices. Eric Sorensen reports.
