What was promised in the BC Liberals throne speech?

The long awaited throne speech has just been presented by Lieutenant-Governor Judith Guichon at the Legislature. Despite billions in new spending and promises, being announced the Liberals claim the budget will stay balanced. Keith Baldrey has reaction.
