Flooding in Quebec has now hit 146 municipalities. The Red Cross is setting up a fund to help victims. The Quebec government is contributing $500,000, while the city of Montreal is kicking in $250,000. As Mike Armstrong reports, the crisis drags on and nerves are running thin.
