The Quebec government is legislating an end to a controversial pressure tactic by Montreal police. For 3 years, officers with the department have been ditching the bottom half of their uniforms – and wearing camouflage pants instead. At times some have gone even further. As Mike Armstrong explains, the province is stepping in now, arguing the pants protest is a question of security.
