Liberals blame Conservatives for Phoenix pay problems

Minister of Public Services Judy Foote said the government is working to fix the Phoenix pay system, which has been blamed for either overpaying or underpaying employees. Foote blamed the Conservatives for the payroll troubles but said workers will soon have a system “better than they ever had.”
