In the first survey of its kind, nearly 1000 Canadian soldiers reported being sexually assaulted over the past year. Women were four times more likely than men to be victimized. The Chief of Defense is vowing to crack down even harder on perpetrators. But as Shirlee Engel reports, some remain skeptical a culture change will happen anytime soon.
