Grilled by city councillors for the first time, Toronto's new Chief Congestion Officer says the city's spring plan is showing progress is being made on efforts to reduce the time stuck in traffic. But there are calls for more public data to be made available to measure success and a renewed call on the province to approve an effort to crack down on drivers contributing to the problem. Matthew Bingley reports.
