Legal proceedings have begun against the Quebec government denouncing changes to its now-defunct Programme de l’expérience québécoise (PEQ). A lawyer representing more than five hundred clients says the government's decision to change the rules is forcing many people to leave the province even if they already have jobs, speak French and pay taxes.
