After signing a memorandum of understanding (MOU) with Alberta Premier Danielle Smith on Thursday that commits the federal government to work toward building an oil pipeline to the West Coast, Prime Minister Mark Carney said it was signed “in the spirit of trust” and that it’s the “first step” that will require “full partnership” with First Nations and the province of British Columbia.
