Toronto relaxes rules for retail in residential areas

For decades, businesses faced strict regulations to open retail stores in residential neighbourhoods. On Thursday, Toronto City Council voted in favour of easing those rules, but not without making a series of concessions and failing to quell concerns of those who think the changes go too far.
