Federal prosecutors allege 55-year-old Michael Gann made at least seven IEDs and threw some from the Williamsburg Bridge in New York City. One device reportedly exploded near the East River, while another landed on active subway tracks. Authorities say Gann stored explosives on Manhattan rooftops and has 30 prior arrests.
