B.C. marine debris issue resurfaces after wind storm; who is responsible for clean-up?

The issue of abandoned boats clogging B.C. shores and waterways is resurfacing – thanks to a recent Vancouver windstorm. There are rules about responsibility for watercraft, but as Aaron McArthur reports, enforcement seems to be a big challenge.
